Human Rights Education

The Commissioner appointed the specialized advisers to improve efficiency of legal education as well as protection of various groups of the population, along with the protection and promotion of human rights, application procedure to the Ombudsman.

From the very beginning, the Commissioner conducts legal education work for the vulnerable groups of the population, including children, women, youth, the elderly, persons with disabilities, refugees and internally displaced persons, military servants, detained persons and prisoners.

Annually the country declares the periods between 18 May – 18 June as Human Rights month-long campaign on the occasion of 18 June- National Human Rights Day, which was initiated by the Commissioner, 21 August-21 September was declared as Peace month-long campaign on the occasion of 21 September- International Day of Peace, 20 October-20 November was declared Child rights month-long campaign on the occasion of the adoption of UN CRC. In order to hold events and increase the legal culture and legal thinking among the various groups of the during human rights month-long campaign the corresponding central-executive bodies, city and district executive bodies are sent relevant requests by the Commissioner.

With the presidential Decree from 28 December, 2006 National Plan of Actions on Protection of Human Rights in the Republic of Azerbaijan (NAP) and as a logical continuation of the plan with the relevant decree form 27 December, 2011 National Program for Action to Raise Effectiveness of the Protection of Human Rights and Freedoms in the Republic of Azerbaijan was approved. The Ombudsman was recommended to guide the Working group for monitoring, evaluation and coordination of both the Plan and Program, work as a network involving a number of governmental bodies and civil society organizations was ensured,  and a number of issues reflected in these documents have been implemented during these years.

Public hearings were held in each city and rayon of the country for monitoring of the implementation and promotion of National Plan and Program and for raising the awareness of people about the right to vote. The events were attended by local executive bodies, law-enforcement agencies, municipalities, local communities and non-governmental organizations, media and local population, different minorities, various groups of population, including women and the young people.

It was achieved to teach Human Rights and Introduction to Gender as separate subjects at Baku State University, at the initiative of the Commissioner. Moreover, under the editorship of the Commissioner a collection of lectures on human rights–manual was developed and published. The Department of UNESCO on Human Rights was set up at Baku State University, at the Commissioner’s initiative. Training of human rights professionals has been started at Bachelor’s and Master’s degrees, thus scientific approach to this sphere is being displayed.  

During the term of Office of the Commissioner, 165 publications were prepared, more than 23 foreign literatures on human rights and good governance were translated into the Azerbaijani language, also 49 publications in Azerbaijani language were translated into English and 37 into Russian, they were published and distributed among wide audience, as well as at the libraries.
