NPG conducted visits to state child care facilities

Within the framework of the National Preventive Mechanism activity of the Commissioner for Human Rights of the Republic of Azerbaijan, members of the National Preventive Group (NPG) conducted planned vistis to the children’s homes No. 1, 2, 3 located in Baku without prior notice.

The purpose of the visits was to investigate the issues on living conditions of the children kept in these facilities and treatment of the staff with them, as well as status of ensuring the children’s rights.

During the visits, premises of all the mentioned three establishments were reviewed, including sleeping, learning, medical, sport, labor rooms, canteen and kitchen, also the common area.

With the aim of investigating the treatment issues, discussions were held with the children residing in the facility, as well as with the administration, teachers and medical staff, thus the current situation was studied.

As a result, the conditions and treatment issues in those facilities were considered as satisfactory.

At the end of the visit, NPG managed awareness-raising discussion with the children and administration of the facility on the basis of the national legislation and international standards, recommendations of the UN Committee on the Rights of the Child, also the Convention on the Rights of the Child. Relevant recommendations were given for increasing attention on the implementation and ensuring the children’s rights, improvement of the activity and the documentation in this area.
