In January, 2003 it was created the first human rights library at the Office of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan in order to develop jurisprudence, raise legal awareness and knowledge of people. The library is also open for the Ombudsman staff, itself.  From the very beginning the goal was to enrich the library fund and to have broad base of legal books.

In general, today, the human rights library of the Ombudsman Office contains of over 11000 national and international literatures. The Library offers access to various fields of jurisprudence, annual reports of foreign ombudsman institutions, normative and legal acts, including the “World Classic Books” published in accordance with the Presidential Decree, publications, providing the information about the tragedies of our people lasted for ages, and the Armenian aggression, as well as other typographical materials. Researchers, undergraduate and graduate students of various universities and scientific workers can use the library as well.

The library contains a wealth of resources of books, literature and periodic newspapers provided by various UN specialized agencies, international and regional organizations, including CoE, OSCE, and other international institutions, embassies, foreign universities accredited in Azerbaijan, by the Office staff, local state bodies, non-governmental organizations and mass media. In addition, the library stores research works, monographs, textbooks, dictionaries, booklets, brochures, leaflets, posters and printing materials. The users of the library can have access to journals, bulletins and to other publications in Azeri, English, French, German, Russian, Georgian, Polish and other languages.

The library has developed its search-database system, containing books and journals in Azeri, Russian and English languages.

At the library, there is a special corner for the books about the National Leader of Azerbaijan, Heydar Aliyev and current country president, Ilham Aliyev.

For extending the relations among libraries, the Azerbaijani Ombudsman Office library built effective cooperation with the National Library of the country named F.Akhundov, libraries of Baku State University, Western University, Baku Slavic University, University of Foreign Languages, Central library of the Azerbaijan National Academy of Sciences (ANAS), ANAS Human Rights Institution’s library, Presidential library, library of Parliament, Kocharli Republican Children's Library, the Raoul Wallenberg Institute Human Rights Library and etc.

In different years, it was organized range of seminars at the Ombudsman Office for library staff in a view to advancing their knowledge about international experience. Those seminars have been attended by library staff of different state bodies, training centers, leading and centralized library systems of the country, and of university libraries.

From the outset, human rights library is developing its quality of service in comply with standards international library systems and became one of the significant scientific libraries of public importance. The development processes are still being continued.
