Aliyeva Sabina Yashar gizi was born on May 7, 1980 in Baku.
In 1996, she graduated from secondary school No. 8 in Baku with a certificate of distinction.
During 1996-2000, she studied at the Faculty of Law of Baku State University and graduated with honors.
During 2000-2002, she completed her master's degree at the Faculty of Law of Baku State University with an honors diploma in the field of State Law.
During 2009-2012, she received additional higher education in the field of international relations at the Academy of Public Administration under the President of the Republic of Azerbaijan.
In 2016, she defended a doctoral dissertation in the specialty International Law; Human Rights on the topic ‘Implementation of International Legal Standards on the Protection of the Rights of Persons with Disabilities into the Legislation of the Republic of Azerbaijan’ and was awarded the degree of Doctor of Philosophy (PhD) in Law.
In 2019, a monograph entitled ‘Implementation of International Legal Standards on the Protection of the Rights of Persons with Disabilities into the Legislation of the Republic of Azerbaijan’ was published.
Since 2020, she has been the Chair of the Specialized Academic Council established for the defense of Master’s theses in the specialization Human Rights at the Faculty of Law, Baku State University.
Married, two children.
PROFESSIONAL EXPERIENCE:
Since 2000, she has worked in various positions at the Constitutional Court of the Republic of Azerbaijan, and since 2015, she has worked as the Deputy Chief of Staff.
She participated in a number of international conferences, including symposiums held in China, Austria, Great Britain and Greece. She completed specialized courses of the Parliamentary Assembly of the Commonwealth of Independent States (CIS). She participated in the summer school organized by the Constitutional Court of the Republic of Türkiye of the Association of Asian Constitutional Courts and Equivalent Institutions on "Freedom of Speech and Assembly". She participated in the legal dialogue for legal transformation training in the Federal Republic of Germany, and in the "Leadership and strategic management skills" seminar at the Sarbon Business School in France.
According to the Decree of the President of the Republic of Azerbaijan dated June 27, 2013, she was awarded the "Distinction in Civil Service" medal.
According to the Decree of the President of the Republic of Azerbaijan dated June 21, 2016, she received the 3rd degree State Counselor qualification.
On November 29, 2019, Sabina Aliyeva was elected Ombudsman by the Milli Majlis from among the three candidates nominated by the President of the country for the position of Human Rights Commissioner (Ombudsman) of the Republic of Azerbaijan.
On September 12, 2023, she was elected as Vice President of the Asian Ombudsman Association (AOA) during the 17th General Assembly held in Kazan, Republic of Tatarstan, Russian Federation.
On October 6, 2023, she was elected as a Board Member of the Organization of Islamic Cooperation Ombudsman Association (OIC OA) during its General Assembly held in Istanbul, Republic of Türkiye.
She is a mentor of the "Yüksəliş" (Rise up) Competition, established by the Presidential Order to identify and support future leaders with high potential and management skills, and to establish a national talent pool.
She regularly participates in the meetings of the Commission on Pardons under the President of the Republic of Azerbaijan according to Article 1.7 of the Constitutional Law of the Republic of Azerbaijan on the Commissioner for Human Rights (Ombudsman), and based on mandate to make proposals to the President of the Republic of Azerbaijan on issues of pardoning.
She was appointed as a Member of the COP29 Organizing Committee (established by the Presidential Decree No. 4264 dated January 3, 2024, in connection with the 29th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), the 19th Session of the Meeting of the Parties to the Kyoto Protocol, and the 6th Session of the Meeting of the Parties to the Paris Agreement.
Awards and Medals:
On behalf of the President of the Republic of Azerbaijan, she was awarded the medal "For services in the field of military cooperation" by the relevant order of the Minister of Defense of the Republic of Azerbaijan dated December 29, 2020;
On February 28, 2021, she was awarded the Jubilee Badge by the Executive Committee of the Confederation of Trade Unions of Azerbaijan on for services in the trade union movement;
On January 24, 2022, she was awarded the jubilee medal of the Republic of Azerbaijan “30th Anniversary of the State Customs Committee of the Republic of Azerbaijan (1992–2022)" by the relevant Order of the Chairman of the State Customs Committee of the Republic of Azerbaijan;
On February 2, 2022, she was awarded the jubilee medal "15th Anniversary of the Ministry of Defense Industry of the Republic of Azerbaijan (2005–2020)" by the relevant Order of the Minister of Defense Industry of the Republic of Azerbaijan;
She was awarded the jubilee medal of the Republic of Azerbaijan “10th Anniversary of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (2012–2022)” by the relevant Order dated January 23, 2023 of the Chair of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan;
On January 30, 2023, she was awarded the jubilee badge "30th Anniversary Badge of ATUC" by the Azerbaijan Trade Unions Confederation;
On February 2, 2023, she was awarded the jubilee medal on "100th Anniversary of Supreme Court of Azerbaijan (1923-2023)";
On August 21, 2023, she was awarded the jubilee medal "30th anniversary of the Body ensuring the Security of the President of the Republic of Azerbaijan (1993–2023)";
In 2023, she was awarded the "Honorary Mediator" diploma for support to the activities of the Mediation Council and mediators;
On February 2, 2024, she was awarded the jubilee medal "100th Anniversary of Heydar Aliyev (1923-2023)" by the Order of the President of the Republic of Azerbaijan;
On December 10, 2024, she was awarded a Certificate of Appreciation by the President of the Republic of Azerbaijan on, for active participation in the 29th Session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change, held in Baku from11-22 November 2024.
