Ombudsman conducted a fact-finding mission to the area affected by artillery attacks of the Armenian armed forces

As it has already reported, since September 27, 2020, around 6:00 a.m., the Armenian armed forces continue intensively firing on the positions of the Azerbaijani Army in the frontline, civilian settlements and objects with large-caliber weapons, mortars and artillery of various calibers once again blatantly violating the ceasefire regime.

On the same day, as a result of Armenia’s attacks on civilian objects, a whole family, including two children, two adults and a young woman (whose names were: Gurbanov Elbrus Isa oglu, his wife Gurbanova Shafayat Novruz kyzy, their daughter-in-law Amirova Afag Damir kyzy, and two school-aged grandchildren Gurbanova Fidan Elshan kyzy (b.2006) and Gurbanov Shahriyar Nadir oglu (b.2007) have been killed in Naftalan city, which was not even a frontline area.

The Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Ms. Sabina Aliyeva visited the civilian objects, destroyed during provocative attacks, to discover on the spot the facts of the recent incidents, followed by severe violations of human rights as a result of Armenia’s provocative actions.

The Ombudsman visited the area in Gashalti village, affected by the Armenia’s military attacks, where the civilians have been killed, as well as the house, destroyed during heavy artillery attacks, and got acquainted with the situation on the spot and met with the civilian population.

As a consequence of intensive shelling on objects and densely populated areas by the Armenia’s armed forces, there are dead and wounded among civilians and combatants; and many private houses and civilian objects have been severely damaged.

Armenia’s once again deliberate targeting of civilians is a grave breach of international law norms, including IHL norms, in general, and relevant provisions of the Geneva Conventions.
