Under the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva, the NPM team carried out a visit to the temporary detention place of Goygol Police Department without prior notice.
The objective of the visit, conducted under the OPCAT and Constitutional Law on Ombudsman, was to assess the detention condition and treatment issues, as well as ensuring the rights of the accused and persons, serving administrative penalty in conformity with international standards and internal disciplinary rules.
At the time of the visit, the members of the National Preventive Group carried out the monitoring of the cells, kitchen, interrogation, visitation, medical and worship rooms, nutrition, parcel service, the issues related to walking, visits and phone calls, as well as the documentation.
In connection with the investigation of the detention conditions and treatment, one administratively arrested person detained in this facility was received in an individual manner, and the situation of ensuring his rights was investigated on the spot.
At the end of the monitoring, the talks were carried out with the administration of the pre-trial detention facility and the recommendations were given with regard to further improvement of the detention conditions and documentation in conformity with international and national legislative framework.
