Upon the instruction of the Commissioner for Human Rights, Ombudsman’s National Preventive Group (NPG) conducted monitoring in Detention Center for Illegal Migrants under the State Migration Service without prior notification.
The aim of the visit was to investigate received applications, detention conditions, treatment, the state of ensuring the rights of detainees.
During the visit bedrooms, living rooms and medical unit, interview places, canteen, food storage etc were monitored, moreover provision of medical aid, nutrition and telephone calls were investigated.
Ensuring the rights of persons placed in the center in a mandatory and voluntary manner, approaches to married women, for women with child, teenagers, as well as for foreigners who need medical control also were monitored.
Medical check up during admission to the center and transfer, as well as treatment of persons placed in the center in a mandatory and voluntary manner was examined, for this purpose persons placed in the center voluntarily were interviewed and their applications were received. It should be noted there wasn’t a single persons subjected to compulsive placement in the center.
Administration of the facility was given necessary recommendations for elimination of shortcomings in detention conditions, medical service, and documentation process and telephone calls.
