An event was organized to present the final outcomes of Twinning Project entitled “Support to Strengthening the Capacities of the Commissioner for Human Rights” to the public.
The event was attended by the Commissioner, deputy Minister of Economy, head of EU Office in Baku, senior and junior project managers, Ambassador of Poland to Azerbaijan, deputy Ambassador of Germany to Azerbaijan, Resident Coordinator of Twinning Project, heads of UNICEF, International Organization of Migration, representatives of the Ombudsman Office, experts involved in the project, representatives of other state bodies, NGOs and mass media.
The Commissioner noted that the project lasted for 24 months covered 4 components-strengthening the work of the Office’s national preventive mechanism against torture, strengthening institutional capacity of Ombudsman Institution including development of Management of Information System, strengthening the capacity of Ombudsman Institution to implement Law on Access to Information and training of Staff of the Ombudsman Institution on central and regional level for more efficient administration, protection of human rights of different groups of population.
It was added that strategy and Plan of Actions consisting of relevant reports and recommendations on the covered topics were developed which will be used in the future work of Ombudsman. The Commissioner said that the project was important in terms of improvement of the work of both Azerbaijani Ombudsman Office and the Offices which experts represented.
Ambassador Kestutis Yankauskas, head of the EU Office in Baku touching upon the importance of the project thanked the Commissioner for cooperation between the Ombudsman Office and EU also for her support.
Volker Ellenberger, Twinning Senior Project Manager noted that Azerbaijani Ombudsman is doing important work to protect human rights and freedoms, and the achievements made in this area are appreciated by EU experts.
Miroslaw Wróblewski, Twinning Junior Project Manager highly appreciated the professionalism of the Azerbaijani Ombudsman Office, noted that the positive results have been achieved within the framework of the project together with the experts from the EU member states and it is important from the standpoint of sustainability of the project.
Wulf F. Roewer, Resident Coordinator of the Project made a presentation on the outcomes of the Project, shared statistical also other important information and presented reports on each component.
In whole the capacity of the Ombudsman Institution and their activity with regard to the NPM, access to information and the protection of human rights which is in accordance with the requirements of international legislation, especially the requirements of Paris Principles was evaluated as a success by the experts from EU member states.
