The Ombudsman interviewed the detained persons under the National Preventive Mechanism mandate

The Commissioner for Human Rights (Ombudsman) of Azerbaijan monitored the situation regarding the protection of the rights of detainees within the framework of the National Preventive Mechanism activities.

At the time of the monitoring visit held in accordance with the national legislation and requirements of the UN OPCAT, Babayan Davit Klimovich, an accused person, was also interviewed in a confidential manner.

On 3 October, 2023 at the time of the monitoring visit, the Ombudsman interviewed Babayan Davit Klimovich individually, and the situation with his detention conditions, issues related to his treatment, and ensuring his rights as envisaged by legislation were examined. His requests were immediately answered by the Ombudsman. He was provided with glasses for his personal use, access to the library, and his right of access to information was ensured.

D. Babayan did not complain about the conditions of his detention, and he said that he was medically examined upon admitted to the facility. He was provided with legal counsel to defend his rights.

After the interview where members of the Ombudsman's National Preventive Group, which includes medical doctor and psychologist experts, he was provided with legislation and publications explaining on how to appeal to the Ombudsman in his native language.
