Ombudsman’s National Preventive Group conducted monitoring in Jail No.17 of the Penitentiary Service under the Ministry of Justice without prior notice.
The aim of this visit was to monitor general custody conditions, treatment, received applications, and provision of the rights of convicts.
For inspecting custody conditions, bedrooms, punishment cells, medical-sanitation part, canteen, kitchen, etc were monitored. Medical service, nutrition, provision with potable, hot and cold water, medical, the current situation of walking and telephone calls and documentation were investigated.
Received persons didn’t complain about treatment and custody conditions; each of them was legally educated about their own rights, requirements of the relevant legislation, competences of the Commissioner; legal consultation was given on the issues raised by them.
The administration of the facility was given necessary recommendations for further improvement of custody conditions, medical service, and documentation process and for eliminating shortcomings.
