National Preventive Group conducted visits to the Baku Pre-Trial Detention Facility

Upon the instruction of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva, the members of the National Preventive Group (NPG) conducted visits to the Baku Pre-Trial Detention Facility without prior notice.

The purpose of the visits conducted in accordance with the requirements of the OPCAT and the Constitutional Law on the Ombudsman of the Republic of Azerbaijan was to monitor the conditions of detention, treatment issues and to receive a number of accused persons.

During the visits, confidential meetings were held with a number of persons, including Gubad Ibadoglu, Nazim Beydamirli, and Avaz Zeynalli, their treatment, conditions of detention, and the state of medical care was evaluated, and their appeals were investigated on the spot. Their rights and the competencies of the Ombudsman were explained to those persons.

At the same time, applications addressed by a number of persons to the Ombudsman were accepted, and some appeals were resolved on the spot.

In the end, discussions were held with the managing staff and the employees of the institution, and relevant recommendations based on national and international acts were provided.
