In the framework of the activities of the National Preventive Mechanism of the Ombudsman of Azerbaijan, the members of the National Preventive Group (NPG) conducted monitoring visits to the children’s houses No. 2 and 3 of the Agency of Social Services under the Ministry of Labor and Social Protection of Population.
During monitoring visits, the bedrooms, dormitories, medical rooms, classrooms, and administrative rooms were monitored and the situation regarding the organization of leisure time for children, their nutrition, and the provision of drinking water and documentation were investigated.
In the course of monitoring in the dormitory in the Children’s Home No. 3, it was found that storage rules for certain food products were not followed, and cleanliness was not maintained in some rooms of the dormitory.
The members of the NPG received the residents of both institutions, and the treatment and detention conditions were investigated. Some children interviewed said that they were cold despite the heating system being operational. The children were distributed educational booklets prepared by the Ombudsman Office, and they were informed about their rights.
In conclusion, the management of both child institutions was recommended to improve the living conditions in the institutions.
