
Sabina Aliyeva, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, continues to visit places where individuals cannot leave at their own free will.
The next visit by the Ombudsman and members of her National Preventive Group on the Prevention of Torture was conducted at the Temporary detention place and investigation isolator under the State Security Service.
In the course of the visit, the Ombudsman received many accused persons, including R. Vardanyan, A. Arutunyan, A. Ghukasyan, B. Saakyan, D. Babayan, and others individually. During the confidential meeting, the requests of these persons were listened to, and the status of the provision of their rights was investigated on the spot.
During the visit, where a medical doctor member of the National Preventive Group participated, individuals, as well as R. Vardanyan and B. Sahakyan, who were interviewed and medically examined, reported that they had been treated humanely since their detention. They stated that they had not experienced any discrimination or ill-treatment, that they were provided with adequate detention conditions and healthcare services, and that they had been repeatedly visited by the Ombudsman and the International Committee of the Red Cross, and expressed their gratitude for the visit.
During the visit, the conditions of detention in the institution, including personal hygiene and sanitation, healthcare, and nutrition issues were investigated on site. It was determined that the rights of the detainees, as well as necessary medical and psychological services, access to legal assistance, and information, were ensured without any discrimination. The individuals who were admitted received legislative documents outlining the mechanisms for submitting complaints regarding rights, along with informative materials on how to appeal to the Ombudsman through the "916" Call Center.
