
The issues of the protection and promotion of child rights during Human Rights Month, announced by Sabina Aliyeva, the Ombudsman, continue to receive attention.
Within the framework of the Ombudsman’s National Preventive and Independent Monitoring Mechanism activities, monitoring visits to 15 facilities, including institutions under the Ministry of Science and Education, the Ministry of Labor and Social Protection of Population, and the Juvenile Correctional Facility of the Penitentiary Service under the Ministry of Justice, were conducted. Confidential meetings were held with over 200 children.
The purpose of these visits was to investigate treatment of living conditions, and to check the documents confirming the lawfulness of their placement. The living conditions were assessed. Recommendations were made to the management for addressing the problems on the spot.
The awareness talks were held with the management and the staff in order to ensure that the rights of residents in these facilities were well-ensured and to prevent any ill-treatment.
In addition to monitoring the implementation of rehabilitation measures and the efficient management of leisure time, the provision of social-domestic, social-psychological, medical-social, pedagogical, medical-pedagogical, and socio-legal services in these institutions was also examined.
Numerous issues found during the visits were immediately fixed, and suitable suggestions were made for how to resolve them. During the visit, the Ombudsman Office distributed approximately 100 educational materials to the kids.
At the conclusion of the visits, based on international standards and national laws, facility managers received corresponding advice.
Analyses and appeals will be made to the appropriate government agencies based on the findings of the visits.
