The taxi service situation at Heydar Aliyev International Airport was monitored to assess whether it aligns with the right to equality

Staff from the Azerbaijani Ombudsman Office conducted monitoring at Heydar Aliyev International Airport (GYD) to evaluate the impact of the special taxi fare policy introduced on September 10, 2025, and whether it complies with the right to equality.

As a result of the monitoring, it was found that the new rules have caused several issues, such as artificial inflation of taxi fares, restriction of passenger choice, unequal treatment of licensed taxi drivers, financial losses for drivers, and growing social dissatisfaction.

The new tariff policy violates key legal principles, as it is against Article 25 (equality before the law) and Article 59 (freedom of entrepreneurship) of the Constitution of the Republic of Azerbaijan, along with relevant provisions of the Competition Code.

To safeguard citizens' constitutional rights and promote transparent and fair competition, to ensure equal opportunities for all licensed taxi operators, and to maintain a healthy competitive environment, the Ombudsman will address the findings of the monitoring to the appropriate government bodies.
