A subsequent planned monitoring visit by the National Preventive Group members to the Temporary Detention Facility of the State Tax Service

Within the national preventive mandate of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Ombudsman’s National Preventive Group members conducted a subsequent planned monitoring visit to the Temporary Detention Facility of the Main Department for Preliminary Investigation of Tax Crimes under the State Tax Service. 

The goal of the monitoring was to inspect conditions of detention and treatment issues, as well as the implementation of the rights of detainees in this facility.

In accordance with the legislation of the Republic of Azerbaijan and the requirements of the UN Optional Protocol to the Convention against Torture (OPCAT), detention cells, a medical room, a dining room, a prayer room, walking area, and a visitation room were inspected during the monitoring visit, and the conditions of detention and documentation procedures were also examined.

Following the monitoring visit, the legal-awareness talks were carried out for the facility's management and staff, and recommendations for the further improvement of detention conditions and documentation procedures, in accordance with the requirements of the legislation were provided.
