Policy Paper on Medical Safety of Athletes Prepared under Ombudsman's Independent Monitoring

Within the scope of the Ombudsman’s independent monitoring activities, a policy paper has been prepared on the legal framework governing mandatory medical examinations during sports competitions and training sessions, as well as the improvement of national legislation.

The paper highlights the need to improve legislation and medical monitoring to better safeguard the health and safety of athletes, particularly young athletes, in high-risk and combat sports.

Relying on international best practices, it stresses the importance of multi-tiered medical screening before allowing athletes to participate in competitions, sparring, or high-intensity training.

The paper provides recommendation regarding updating national laws to make MRIs, advanced cardiac screenings, and neurological assessments mandatory in high-risk sports.

Furthermore, it highlights that reinforcing health monitoring through interim checks and a centralised electronic medical register will better protect athletes' right to health.

Regarding the outcomes of the study, the Ombudsman sent an official communication to the relevant authority.
