Visits Conducted to Open-Type Penitentiary Institutions

Within the framework of the Ombudsman’s National Preventive Mechanism, the preventive group members conducted scheduled visits to the open-type penitentiary institutions No. 6 and 12 of the Ministry of Justice’s Penitentiary Service.  

The main purpose of the visits was an on-site monitoring of detention conditions, treatment, employment, provision of medical services, and socio-household conditions, as well as assessment of the protection of their rights and freedoms. During the visits, living areas, canteens and other related buildings were inspected. 

Convicts were privately interviewed; their appeals and recommendations were heard; they were provided with legal advice on the issues they raised.  

In addition, the convicts were legally enlightened on how to appeal to the Ombudsman, to receive legal aid, to communicate with family members, and how to exercise their other rights.    

In the meetings with the management of the establishments, the importance of reliable protection of human rights and freedoms, including the protection of the rights of convicts, along with the prohibition of discrimination, a sensitive approach to, and prompt investigation of applications, was emphasized.
