Ombudsman’s Monitoring Group Conducted Monitoring at Special Nursery-Kindergarten No. 17 in Baku

Within the framework of the independent monitoring mechanism of the Ombudsman of Azerbaijan, the Ombudsman's Monitoring Group on the Implementation of the Convention on the Rights of the Child conducted a monitoring visit to Baku Special Nursery-Kindergarten No. 17.

During the monitoring conducted to assess the status of ensuring children's rights, the organization of the educational process and children's leisure time, the state of ensuring their safety, health protection, nutrition, and the overall conditions created in the facility were examined, and an inspection of the administrative rooms of the educational institution was carried out.

During the monitoring, it was determined that, alongside specialized groups, general-purpose groups were also operating at Special Nursery-Kindergarten No. 17. It was reported that work is underway to prepare the institution's charter in accordance with current requirements.

According to the findings of the monitoring, it was determined that the provision of educational materials was carried out through the institution's own resources, and that certain staff positions related to providing medical and developmental services to children had been abolished.

It should be noted that the Ombudsman's annual reports recommended the addition of a 'child psychologist' position to the 'Model Staffing for Kindergartens' (Annex No. 1) and 'Model Staffing for Nursery-Kindergartens' (Annex No. 2), approved by Cabinet of Minister’s Decision No. 61 of May 29, 1996, 'On Model Staffing of State-Funded Preschool Educational Institutions.'

At the conclusion, a discussion was held with the administration of the facility regarding the identified issues, and relevant recommendations were provided toward more effectively ensuring the rights and best interests of the children.
