A monitoring was conducted in Boarding House No. 1

By the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, members of the National Preventive Group of the Ombudsman held a scheduled visit without prior notice to the Boarding House No. 1 under the Ministry of Health.

The object of the visit was to monitor the detention condition and treatment issues, and the situation with ensuring the rights of minors deprived of parental care.

In the course of the visit, all units of the social-care facility, including bedrooms and medical room, play room, kitchen, laundry, and other departments were monitored, the status of nutrition, medical care, psychological work and the documentation was also inspected.

During the visit, it was observed that the facility was overhauled and modernly equipped. Furthermore, a number of shortcomings were identified. Thus, it was found that the effective use of the existing material and technical base is not well organized. It was determined that the medical unit did not have a first aid kit, there were shortcomings in the registration of medicines, the use of physiotherapy, massage and manipulation rooms, the equipment for physiotherapy was not working.

It was found that most of the children underwent medical examinations, but no work was done on their psychological development according to their age. At the same time, the lack of a speech therapist and a psychologist in the institution makes it difficult to apply a comprehensive and individual approach to children's development.

At the end of the visit, legal awareness talks were held with the management and employees of the facility, and they were explained the requirements of detention condition, and given recommendations for the elimination of shortcomings in the documentation, as well as other possible issues.

The Ministry of Health will be made a request with regard to the outcomes of the visit.
