Under the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Sabina Aliyeva, the members of the National Preventive Group (NPG), conducted an unannounced visit to Sheki City Psychiatric Hospital.
The object of the visit, organized in accordance with the OPCAT and the Constitutional Law on the Ombudsman, was to inspect general detention conditions and treatment standards during a special quarantine regime enacted in connection with a new coronavirus (COVID-19) pandemic outbreak, as well as nutrition, access to medical and social services, the situation of ensuring of patients’ rights and to check the documentation.
In the course of the visit, the NPM members monitored the wards and departments, canteens, food storage, and other units of the health-care facility, as well as evaluated the organization of medical aid, quality of nutrition and the documentation.
During the monitoring it was found that sanitary and hygienic rules have been followed, the facility staff were provided with medical face masks and disinfection procedures are carried out on a regular basis.
At the end of the monitoring, the management and staff of the facility were informed about national and international legislation and alerted the need to comply with the rules of the special quarantine regime.
