Ombudsman’s National Preventive Mechanism (NPM) members have conducted visits to the temporary detention facilities (TDPs) of the Samukh and GoygolPolice Departments of the Ministry of Internal Affairs without prior notice.
The monitoring carried out in accordance with the OPCAT and the Constitutional Law on the Ombudsmanof Azerbaijan was aimed at assessment of the situation of ensuring the rights of administratively arrested and accused persons as per internal disciplinary rules and international standards.
During the visits, NPM members inspected the pre-trial facility cells, kitchen, bathroom, interrogation room, medical, worship rooms, walking area, and the current situation and documentation related to the medical care, nutrition, parceling service, walking, as well as the access of those held in the facility to visitations and phone calls.
The persons held in the facility have been interviewed with regard to satisfaction of their investigation process, conditions of detention and treatment standards, and the situation of ensuring the rights of detainees in these institutions was investigated on the spot. No complaints were received about the custody conditions and treatment during the reception.
At the end of the visits, the NPM members held talks with the management of facilities and gave their relevant recommendations based on national and international legislation to improve detention conditions and the documentation, as well as how to observe the sanitary rules during the special quarantine regime to avoid COVID-19 infection.
