Receptions were made in Penitentiary Facilities

By the instructions of the Ombudsman, members of the National Preventive Group (NPG) under the mandate of national preventive mechanism organized receptions of the accused and imprisoned persons in Baku Pre-trial Facility and penitentiary facilities No. 1, 8, 12, and 13 of the Penitentiary Service of the Ministry of Justice.  

The persons, held in these places of deprivation of liberty were interviewed in confidential based on the requirements of the OPCAT and the Constitutional Law on Ombudsman.

During the course of the reception, the persons out of the list included to the official correspondence of the ICRC Country Office to the Ombudsman Office, have also been met in private.

The NPG members investigated the detention conditions, treatment standards and the situation with the nutrition, medical service and of ensuring other rights.

The persons interviewed were given information about the competences of the Ombudsman and given legal advice in relation to the issues raised.

Meanwhile, the applications addressed to the Ombudsman were accepted.
