Temporary Detention Places in the regions were monitored by the National Preventive Group of the Ombudsman of Azerbaijan

By the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the National Preventive Group (NPG) members have conducted monitoring of temporary detention places in police stations of Mingachevir city and Oguz and Gabala districts without prior notice.

The objective of the visits, conducted under the OPCAT and the Constitutional Law on the Ombudsman of Azerbaijan, was to monitor the detention conditions, treatment standards and the general situation of ensuring the compliance of the rights of persons deprived of liberty with internal disciplinary rules and international standards.

During the monitoring, the NPM team inspected cells, interrogation rooms, medical, worship, and visitation rooms, kitchens and the walking areas, as well as the current situation of food, parcel services, phone calls and the arrangement of visiting. 

The National Preventive Group members had private talks with all detainees in all TDPs to assess the detention conditions and treatment standards. Also, the personal files of the detainees and registration books in all facilities were investigated.

During the monitoring in TDP of Mingachevir City Police Department, it was found that the sanitary condition of the detained or arrested persons was not recorded in the register of sanitary and hygienic measures.

At the end of the monitoring, legal awareness talks were conducted with the administration and responsible staff of these temporary detention places, and relevant recommendations were given on the conditions of detention, medical care and documentation in accordance with national and international legislation.
