Members of the National Preventive Group of the Ombudsman visited Ganja City Orphanage

According to the instructions of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, Ms. Sabina Aliyeva, the members of the National Preventive Group (NPG) has conducted a scheduled visit to Ganja City Orphanage of the Ministry of Health without prior notice.

The objective of the visit, conducted under the OPCAT and Constitutional Law on the Ombudsman, was to assess the detention condition and treatment issues and the situation with the ensuring the rights of the children deprived of parental care, residing in the institution.

At the time of the visit, the NPG members monitored the whole area of the facility, including dormitory, kitchen, warehouse, bath and other objects and inspected the current situation with medical care, quality of nutrition, utilities, and the documentation. 

During the visit, it was determined that there was a shortage of qualified doctors in Ganja City Orphanage and need to improve the provision of utilities.

At the end of the monitoring, the NPG members had talks with the administration of the institution and provided the recommendations regarding further ensuring the rights of the minor residents of the institution.

The Ministry of Health will be requested with regard to the findings.
