National Preventive Group of the Ombudsman visited the Detention Center for Administratively Arrested Persons

According to the instruction of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Sabina Aliyeva, the members of the Ombudsman’s National Preventive Group (NPG) carried out a visit without a prior notice to the Detention Center for Administratively arrested persons of the Ministry of Internal Affairs (MIA).

The purpose of the visit, organized on the basis of requirements of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, was to investigate conditions of detention and treatment issues, status of ensuring the rights of detainees in that facility.

The NPG members investigated the detention conditions, status of ensuring rights related to nutrition, medical assistance, phone calls, meeting, receiving parcel, walking, as well as the treatment issues and a number of applications were provided on the spot.

In the course of the visit, in which physician-member of the NPG also participated, for investigation of the detention conditions several accused persons, as well as Zamin Salayev were listened in a private manner, and his complaint was received. Z.Salayev underwent medical examinations at the MIA Hospital and his contact with his family member was provided. There is no difficulty in exercising his rights in the facility.

At the end, legal awareness conversations were held with the administration of the facility and responsible employees on the basis of national and international legislation, and relevant recommendations were given.

The appeal was addressed to the relevant state bodies regarding the outcome of the visit and the issues raised.
