On December 18, 2019, Jalilabad Regional Center of the Ombudsman held an awareness-raising event on the topic “Fundamental rights” in Boarding-type gymnasium with integrated training named after A. Safarov, in Salyan.
The head of the Jalilabad Regional Center of the Ombudsman, Ziya Ismayilov spoke about the development stages of human rights, provided information on the importance of the United Nations Convention on the Rights of the Child, International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights. Z. Ismayilov brought it into attention that the foundation of reforms regarding human rights was established with the adoption of the new Constitution of the Republic of Azerbaijan. He noted that the third chapter, composed of 48 articles, of this fundamental law, which reflects ensuring rights and freedoms of person and citizen as the highest objective of the state, was written in the spirit of respect to human, his dignity and rights. It was further mentioned that protection of human rights and freedoms was one of the areas in the focus of attention by the National leader Heydar Aliyev during his leadership in the independent republic. He added that now the President Ilham Aliyev pays special attention to this issue, significant reform actions are carried out in this sphere under the leadership of the head of state.
As a part of those reforms, Z. Ismayilov highlighted the importance of abolishment of death penalty, adoption of relevant laws and programs on human rights, establishment of the Ombudsman institution and other necessary measures. He also noted that as a logical result of reforms in human rights field the actions taken for ensuring full compliance of normative-legal acts with the international human rights standards; preparation and implementation of a new cooperation strategy with international organizations, improvement of the activities of state bodies from human rights provision standpoint, inspiring scientific-analytical work, widening legal awareness raising activity, development of mutual relations between the state and civil society and other measures carried out in this regard are consistent.
