One of the main directions of the activity of the Commissioner for human rights of Azerbaijan is to protect the rights of people with special needs, including migrants.
From the very begining, the Commissioner pays special attention to expanding international cooperation in this field and makes innovative initiatives. As an example it can be indicated the works done on the basis of the bilateral agreements between the Ombudsman Office and foreign ombudspersons to ensure, promote human rights of all actors in migration processes as well as to prevent human rights violations. Accordingly, the rights of both, our compatriots living abroad and aliens living in Azerbaijan have been ensured. Furthermore, there have been held regular meetings and broad discussions in regions to raise awareness about the legal migration; as well as status of stateless persons have been established and provided with relevant documents.
So, as a result of the intervention made by the Commissioner it has been determined the citizenship status of Viktor Semyonovich Seryakov. It should be noted that he has been living in Azerbaijan for a long time without any affirmative document and lost his sight and placed in the stationary department of Guba District Central Hospital for more than 18 months.
As a result of the request of the Commissioner to the Russian Embassy in Azerbaijan, it was identified that V. Seryakov is a citizen of the Russian Federation and was born in Vladimir city. The Embassy issued a return certificate in the name of V. Seryakov for providing him with a passport. Furthermore, the copy of that certificate, epicrisis (case history), and other medical documents were approved by the chief physian of the Guba District Central Hospital and sent to the Ombudsman of the Vladimir Oblast.
Taking into account that Seryakov has no relatives and living residence in Vladimir Oblast of Russia, following the requests of the Ombudsman of Azerbaijan to the Ombudsmans of Russia and of Vladimir Oblast, the issue of his reception to the public institution - Rehabiliation center for people without residence has been resolved.
During his stay in the Guba District Central Hospital, his physical, medical and psychological needs, situation were kept in focus, and with the instructions given by the Commissioner, relevant measures were taken by Bahruz Afandiyev, head of Ombudsman’s Guba Regional Center.
In his report to journalists with participation of medical staff, V.Seryakov expressed his satisfaction and thankfulness for creating him favorable living condition, good treatment and for providing with medical care in a timely manner.
On 06.09.2019 V.Seryakov was sent back to his homeland with assistance and under the control of the Commissioner.
