National Preventive Group (NPG) of the Ombudsman acting on the basis of the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, carried out visit to Military Guardhouse of the Ministry of Defence upon the instruction of the Commissioner Elmira Suleymanova.
The purpose of the visit was to monitor the conditions of detention and treatment, to learn the status of ensuring the rights of Aro Aikovich Ghazaryan, an Armenian soldier who deserted towards Fuzuli direction of the border in the morning hours of August 12, 2019, according to the media information.
During the conversation with the Ombudsman’s representatives through an interpreter, A. Ghazaryan noted that he had undergone medical examination and his health status is normal. He expressed satisfaction with the detention condition, treatment and nutrition. A. Ghazaryan also reported that there was no human rights violation against him and he had no complaints.
