A visit was carried out to Temporary detention facility and investigation isolator of the State Security Service by National Preventive Group (NPG) members without prior notice upon the instruction of the Commissioner for Human Rights (Ombudsman) Elmira Suleymanova.
The visit was organized on the basis of requirements of OPCAT and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan and aimed at investigating detention conditions and treatment issues, the situation of ensuring the rights of detainees.
Within the visit, detention conditions, nutrition, supply of drinking water medical assistance, walking, meeting and status of ensuring other rights, as well as treatment issues were investigated; for this purpose a number of persons detained in the facility were received in private.
Appeals of the received persons were heard; their rights and requirements of relevant legislation, competences of the Ombudsman were explained. Some of the detainees were legally advised on the issues raised about investigation conducted on their cases.
At the end of the visit, measures carried out at the facility for ensuring the rights of detained persons were discussed with the administration of the Temporary detention center and investigation isolator; recommendations were made in accordance with national and international legislation.
It should be noted that within the framework of NPM activity the Ombudsman Elmira Suleymanova met with the administration of the State Security Service and discussions were held about joint cooperation in the future.
