Legal awareness events continue within the NPM activity of the Ombudsman

The measures are being continued within the Ombudsman’s activity as National Preventive Mechanism (NPM) to increase the legal knowledge on effective cooperation with educational institutions conducting staff training for law enforcement bodies, including the Academy of Justice of the Ministry of Justice. 

The next lecture was conducted on the topic of “Visits implemented within the National Preventive Mechanism Activity of the Commissioner for Human Rights of the Republic of Azerbaijan: in the context of national and international practice” and was addressed to the persons to be admitted to middle management personnel of the Ministry of Justice Penitentiary Service by Rashid Rumzada, head of a department of Ombudsman Office and the National Preventive Group.

Information on determination of the Ombudsman as the institution fulfilling NPM functions for the implementation of the OPCAT, regular visits to the places which persons can not leave on their own will, recommendations and their implementation level, was communicated to the listeners.

Details on certain provisions of the European Prison Rules, as well as the Istanbul Protocol, which is the UNHCHR Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, SPT recommendations and the standards included to general reports of the CPT, as well as the national legislative acts were taught.

They were also provided with information on the reforms implemented in the national legislation of the Republic of Azerbaijan, activities carried out taking into account the Ombudsman’s initiatives and proposals from the point of effective protection of human rights, approaches shown in the investigation of treatment issues and detention conditions in accordance with the international standards. 

The activity of the country Ombudsman, including the activity as the NPM, in the field of human rights protection was welcomed with interest, numerous questions were answered.
