National Preventive Group conducted a visit to the Detention Station of Administratively Arrested Persons

The next visit of the National Preventive Group (NPG) within the framework of the National Preventive Mechanism activity of the Commissioner for Human Rights (Ombudsman) Elmira Suleymanova was conducted to the Detention Station of Administratively Arrested Persons of the Ministry of Internal Affairs without prior notice.

The purpose of the visit, organized on the basis of the requirements of the Optional Protocol to the United Nations Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, was to investigate the detention conditions, treatment issues, status of ensuring the rights of persons detained in this facility, as well as appeals addressed to the Ombudsman.

Within the visit, NPG members reviewed cells, walking, meeting places and other objects of the facility, also monitored the existing situation and documentation on organizing medical assistance, nutrition, supply of hot and cold drinking water, parcels, meetings and phone conversations. 

In order to investigate the treatment issues, several detainees, including Bayram Mammadov, were received in a confidential manner, state of ensuring their rights, raised issues and documentation were investigated, as well as some of their appeals were provided on the spot.

Legal awareness discussions were conducted with the administration and staff members of the facility, certain recommendations were given with regard to improving the detention conditions in line with the national and international legislation.

Relevant state authorities have been addressed regarding the outcomes of the visit.
