Ombudsman received UNICEF Representative to our country

The Commissioner Elmira Suleymanova received Edward Carwardine, the Representative of UNICEF to Azerbaijan.

The Ombudsman noted the effective cooperation built with UNICEF over the years, joint events, significant projects regarding refugee and IDP children’s rights and expressed her certainty for developing further cooperation. 

The Commissioner spoke about the activity as a National Human Rights Institution in protection and promotion of the rights of child, practice in the education and monitoring of children’s rights, awareness-raising publications, activities as an independent monitoring mechanism for the rights of children with disabilities and the Convention on the Rights of Persons with Disabilities, initiatives and future opportunities in the field.

E.Carwardine highly evaluated the activity of the Azerbaijani Ombudsman for the protection of rights of different groups of population, including children, the joint activities implemented in the state child facilities as the National Preventive Mechanism, then emphasized that he attached great importance to the cooperation with this institution which owns rich experience.

Effective protection of children, approaches in respect of individual applications, development of the social rehabilitation services addressed to them, training issues of personnel in this field, priorities of the future cooperation were discussed in the meeting.

 It was stated that within the framework of the joint action plan signed between the Ombudsman Institution and UNICEF that was based on the provisions of the Convention on the Rights of the Child and recommendations given by the relevant treaty body of the UN, the activity on assessment of the needs of state authorities, law enforcement bodies and local executive powers operating in the regions on protection of children’s rights, including the work on increasing skills through trainings, also on awareness-raising were continued, education aids were developed and distributed, joint monitorings were conducted in the state child facilities.

At the end E.Carwardine expressed his gratitude for the sincere meeting and exchange of ideas, pointed out that he was interested in further cooperation and would support the Commissioner’s activity.
