The Commissioner and her Regional Offices held a range of events regarding the 96th anniversary of the National Leader Heydar Aliyev.
Similar events were conducted in non-governmental organizations, Leadership School uniting about one hundred students from different schools of Baku and operating under the Azerbaijan Child and Youth Peace Network of Azerbaijan Women and Development Center, the Ombudsman’s Resource Center on Child Rights, as well as Resource Center for the Elderly.
Heydar Aliyev’s direct efforts in establishing and developing the Ombudsman institution in Azerbaijan, adoption of the Constitutional Law on Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan in 2001, that was a turning point in human rights field in the country, and continuation of purposeful policy of the National Leader by President Ilham Aliyev leading to further development of activity of the Ombudsman Office were noted by the Commissioner in her speech.
It was also highlighted that after Heydar Aliyev’s return to power in 1993, public and political stability, rule of law were secured, practical steps were taken for human rights as a result of his efforts for maintaining the state independence, welfare of the people and sustainable development, thus, a new phase launched for Azerbaijan to take part in international relations .
Furthermore, as a consequence of the purposeful policy, economic and political stability human rights were secured, necessary steps were taken for institution of civil-society. The Contract of the Century, signed with efforts and at the initiative of Heydar Aliyev, leading to dynamic development, increasing social-welfare of people and accelarating the solution of impediments faced by refugees and IDPs in the country, was also noted. Our state interests, settlement of Nagorno-Karabakh conflict were among the key priorities of his attention in the international sphere.
The first Constitution of the independent Azerbaijan was prepared under the leadership of the National Leader. All the provisions in the Chapter III composed of 48 articles of this main document, adopted by referendum on November 12, 1995, are in the spirit of respect to the human rights, where human rights are enshrined as the highest values. During his leadership, milestone of consecutive and systemized development of human rights was founded, a range of significant measures were taken for ensuring rights, relevant legislative acts were adopted, decrees and orders were signed. Since 1993, application of death penalty was vetoed; in 1998 it was abolished to be replaced by life imprisonment in our republic.
The Decree “On measures in the field of ensuring human and civil rights and freedoms” signed by the President Heydar Aliyev on February 22, 1998, that is astrategic document in the human rights field and the Order “On approval of the State Program on Protection of Human Rights” are among the most necessary instruments that established wider reforms for human rights. For the first time the “State Program on the Protection of Human Rights” set forth establishing institution of authorized Commissioner for human rights of the Republic of Azerbaijan.
It was mentioned that Azerbaijan became a rapidly developing leading country on several indicators as a result of the successful continuation of the purposeful policy of the National Leader by the President Ilham Aliyev on public-political, socio-economic and cultural spheres, building legal state and civil society, fundamental reforms in human rights field. Our people welcome the decrees and Orders of the President with great gratitude and satisfaction.
At the same time, a series of events were held by Ganja, Jalilabad, Sheki and Guba Regional Centers on the occasion of the 96th anniversary of the National Leader Heydar Aliyev.
There was given information about the remarkable life and activity of Heydar Aliyev, including the decisions adopted in the regional development sphere, his visits to the regions and sincere meetings with the population.
