Upon the instruction of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Elmira Suleymanova, members of the National Preventive Group conducted a visit to the Temporary Detention Place and Investigation Isolator of the State Security Service without prior notice.
The purpose of the visit organized on the basis of the requirements of Optional Protocol to the United Nations Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, was to investigate the detention conditions and treatment issues in the facility, learning the status of ensuring the rights of detainees.
During the monitoring detention conditions, nutrition, medical assistance, walking, status of ensuring other rights, treatment issues were investigated and several accused persons were received in private for this purpose.
Their rights, requirements of the relevant legislation, competences of the Ombudsman regarding their appeals were explained and legal assistance was provided to the persons on the raised issues related to the investigation of their cases.
Ikram Rahimov, about whom the information on food refusal was disseminated through websites, was also received in a private manner, he stated that he consumes food.
At the end of the visit, the work carried out in the facility was discussed with the administration of the Temporary Detention Place and Investigation Isolator; relevant recommendations were given according to the national and international legislation.
