Members of the National Preventive Group (NPG) of the Commissioner for Human Rights of the Republic of Azerbaijan conducted a visit to the prison situated in Gobustan under the Penitentiary Service of the Ministry of Justice.
The visit was organized on the basis of the requirements of Optional Protocol to the United Nations Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment and the Constitutional Law on the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan and its purpose was to investigate the detention conditions, treatment in the facility, addressed appeals, learning the status of ensuring the rights of prisoners and adequate documentation.
During the visit, NPG reviewed the regime buildings of the prison, penalty isolator, medical-sanitary units, other sections, and current situation with detention conditions, arranging medical assistance, nutrition, supply of hot and cold drinking water, parcels, walking, meeting, phone conversations and the documentation were investigated.
It was observed that detention conditions in some of the regime cells were in need of improvement. Relevant recommendations were given to the administration in this regard.
During the NPG visit with participation of the physician member, numerous prisoners were received in private, treatment issues, problems related to detention conditions, meeting, phone calls, medical assistance were investigated, as well as some appeals have been provided on the spot.
The results of the visit will be addressed to the relevant bodies.
