The Ombudsman continues to maintain effective cooperation with educational institutions providing training for law enforcement agencies, including the Academy of Justice of the Ministry of Justice.
The curriculum of compulsory training in cooperation with the Academy of Justice covered human rights issues and Ombudsman mandate and activities as a National Preventive Mechanism (NPM). Therefore, the next topic of the training was "Monitoring of medical units of prisons by the Ombudsman as an NPM: national and international standards." The course was for the newly recruited employees of medical service of the Ministry of Justice and delivered by Rashid Rumzada, the head of the department and of the NPM Group.
The lecture focused on NPM work and measures, monitoring to ensure the implementation of the Cat and its OP thereto, recommendations for prison management, which took account of the standards of national, foreign and international organizations.
In addition, the Istanbul High Commission, the UN High Commissioner for Human Rights, has studied the standards of the Istanbul Protocol, the recommendations of the SPT and the CPT's general report on effective research into the use of ill-treatment and penalties, as well as relevant national legislation, legislative reforms undertaken, in which Ombudsman’s recommendations were also taken account, in line with OHChR, CPT and SPT recommendations to the Government of Azerbaijan, Istanbul protocol.
