NPM continued monitorings in Sheki City-District Police Department

National Preventive Group of Ombudsman of Azerbaijan carried out visit temporary detention place of Sheki City-District Police Department without prior notice.

NPM Group examined the documentation on lawfulness of detention, detention condition and treatment of detainees, on access to healthcare, nutrition, outdoor prison, parcels, visiting and to phone calls and on other issues; monitored cells and learned their needs.  

In Investigation Isolator, there were only persons subjected to administrative detention, who NPG privately interviewed to discover problems with the detention and treatment issues; statements were heard and each of them was legally consulted.

At the end of the visit, the staff of the temporary detention facility was given recommendations how to eliminate found shortages in relation to documentstion and registration and brought them into compliance with international and national legislation.

The outcome of the visit will be sent to the Ministry of International Affairs.
