Ombudsman NPM carried out visit to Sheki Penitentiary facility

National Preventive Group of Ombudsman of Azerbaijan carried out visit to Sheki Penitentiary facility without prior notice.

During the monitoring of the facility, bedrooms, penalty isolator, canteen, kitchen, food warehouse and other objects were monitored; quality of healthcare, nutrition, access to drinking water and cold water, parcels, visiting and to phone calls were checked. 

For investigating applications, custody condition and treatment number of convicted as well as accused persons have been privately met, provided with legal counseling, and concerns raised were investigated on spot.  Many of interviewed persons dissatisfied with unsuitable bedding, food supply, quality healthcare service and the investigation into their cases. The raised issues have been investigated immediately, but they were legally consulted in relation the investigation of cases.

In the course of the monitoring, it was found some shortages in documentation and therefore, the facility administration was given instructions to eliminate them in complying with international standards.

The outcome of the visit will be sent to the Ministry of Justice.
