NPG conducted visit to Temporary Detention Place and Investigation Isolator at the State Security Service

According to the instruction by the Commissioner of Azerbaijan, NPM members visited the State Security Service's temporary detention facility and investigative isolation without prior notification.

The purpose of this visit based on the OPCAT and Constitutional Law on Ombudsman was to monitor custody detention in this institution, investigation the ensuring the rights of detainees and of appeals received by the Ombudsman.

The conditions of detention, nutrition, medical care, walking and other rights, as well as the treatment of detainees were monitored, and a number of individuals detained in the facility were interviewed individually. These individuals did not complain about the treatment, conditions of detention, and about investigation of their appeals.

They were explained the rights, requirements of the relevant legislation, the competence of the Ombudsman. During the individual hearing, some detainees were given legal advice on investigations raised by them, and their appeals would be brought before the relevant authorities.

At the end of the visit, the administration of the temporary detention facility and the detention facility held discussions on the work carried out at the facility and provided relevant recommendations in accordance with national and international law.
