The Commissioner jointly with UNICEF, Ministry of Justice and Police Academy continues capacity-building seminar-trainings on topics of justice for children, administration of justice for judges, prosecutorial, police, judicial and local executive bodies.
Those trainings aimed at sharing positive experience of other countries in the concerned field, evaluating the impact of the juvenile justice system on the law on conflict with the children play great role in terms of framing new approaches to the activities of the Commission on Children’s Affairs and Protection of Rights as well as studying the existing difficulties.
It must be noted that there are number of initiations of the Commissioner in terms of supporting juvenile justice system, harmonizing of relevant system and legislative framework, evaluating existed impediments that show positive effects. Examples include conducting of next training titled “Justice for children”, “Administration of justice for juveniles” with participation of judiciary, police, probation, social service and local executive bodies. The Ombudsman Office was represented by Mr. Rashid Rumzada.
The Ombudsman’s representative in this training talked how to organize the work with minors / juveniles who exhibits unlawful behavior, about behavior and procedural guarantees with children suspected of committing a crime, practical application of relevant international experience. He also underlined that relevant Presidential Decree of 2017 positively impact on humanization of criminal prosecution and policy, prevention of the use of restraints on the right to freedom of movement of minors who have committed a crime, which has infringed the rights of minors, gradually refusing the policy of isolation of persons kept in places of detention, in other words, on the juvenile justice and legal reforms in general.
Furthermore, it should be noted that the UN global challenge “Stand up for Human Rights Protection” started in the country by the Commissioner is on progress.
