On 26 June, 2018, Penal Reform International, Georgian Ombudsman and Ministry of Foreign Affairs of the Kingdom of Netherlands organized joint regional conference in Tbilisi with participation of national preventive mechanisms of South Caucasus. The Ombudsman Office was represented at this event by National Preventive Group members Mr. Rashid Rumzada, Head of the group, and Mr. Vugar Heydarov.
According to the agenda of the meeting, following the presentations of other NPM groups at the conference, R. Rumzada and V. Heydarov spoke about the general activity of the Azerbaijani NPM, their effective monitoring in places of deprivation, which persons cannot leave at their own will conducted without prior notice and their outcomes, legal analyzing, recommendations given for enhancing the legislation and the actions, legal awareness actions, application of international standards enshrined in Istanbul Protocol, SPT recommendations etc.
It has been spoken about Presidential Order dated 10 February 2017, requiring respect for personal integrity and taking preventive measures for restrictions applied to the right to freedom of the convisted and law violated persons, humanization of criminal policy and avoiding gradually the policy of isolation of persons in places of deprivation of liberty and application of alternative measures.
Questions of the participants were answered and annual reports of the Commissioner was dispensed to the administration of PRI South Caucasus Office.
