NPG conducted visit to Baku Investigation Isolator

Upon the instructions of the Commissioner, the members of National Preventive Group (NPG) conducted visit to Baku Investigation Isolator of the Penitentiary Service under the Ministry of Justice without prior notice.

The visit was aimed at investigating incoming applications, custody conditions and treatment issues and getting acquainted with the state of ensuring the rights of accused persons in line with international standards.

During the visit where a physician member of NPG also participated, custody conditions, quality of nutrition and healthcare service, provision with food supplies, and treatment issues were investigated.

Meanwhile, a number of accused persons were privately interviewed, their applications and complaints were dealt with, the state of ensuring their rights, their applications and the issues raised by them were investigated, a number of applications were solved on the spot.

Along with the noted, implementation status of the recommendations given to this detention facility was evaluated on the spot and the issue regarding with effective ensuring the detainee’s rights have been discussed with the facility administration. Eventually, the administration was given necessary instructions.

Relevant bodies will be requested with regard to the outcome of the monitoring and incoming applications.
