According to the instructions by the Commissioner for Human Rights of Azerbaijan, members of the Ombudsman's National Preventive Group (NPG) have carried out monitoring to the State Security Service's temporary detention place and investigation isolator without prior notice.
The purpose of the monitoring was to investigate the condition of detention, treatment and ensuring detainees’ rights in this institution in accordance with the OPCAT and the Law on the Ombudsman and to deal with the appeals addressed to the Ombudsman.
The conditions of detention, quality of nutrition, medical care, access to walking and other rights, treatment of detainees were investigated, as well as number of detained persons were privately interviewed.
The NPG members explained the detainees their rights, competences and mandate of the Ombudsman. During the individual hearing, some detainees have been legally consulted on the issues dealing with the investigation against them, which will be referred to the relevant authorities.
At the end of the visit, the Group members held awareness discussions with the administration of the TDP on the work carried out at the facility and set forward appropriate recommendations in accordance with national and international laws.
