Ombudsman’s National Preventive Group conducted monitoring in Jail No. 10 of the Penitentiary Service under the Ministry of Justice without prior notice.
The aim of this visit was to monitor general custody conditions, treatment, received applications, provision of the rights of convicts and documentation.
During the visit where physician member of the Group also participated, medical unit, bedrooms, punishment cells, canteen, meeting rooms were monitored. The current situation and documentation of medical service, nutrition, warm and cold potable water provision, walking, meeting, telephone calls were investigated.
For investigating the treatment issues, convicted persons were received in private, the situation of ensuring their rights and documentation was examined on spot, their applications regarding correspondence and medical assistance were solved. Convicts also complained about investigation and judicial execution of their cases, each of them was legally consulted and their applications were received.
The administration of the facility was given necessary recommendations for eliminating shortcomings regarding custody conditions, medical service, and documentation process in accordance with international and national legislation.
Ministry of Justice will be urged regarding the outcomes of the monitoring.
