Ombudsman continues her work in support to reforms in Juvenile Justice as an NPM

It is the third year Ombudsman UNICEF, Academy of Justice and Police Academy continue work aimed at raising the awareness of judges, representatives of prosecutor’s offices, police, justice and local executive powers on “Justice for Children” and “Juvenile Justice”.

Within the framework of this cooperation series of trainings, joint monitorings at child facilities were held, the impact of reforms in juvenile justice system on children in conflict with law was investigated, new approaches to the work of Commissions for the Protection of the Rights and Rights of Minors at local executive powers, best practices of foreign countries in this regard, current challenges were reflected in Ombudsman’s Annual reports and in Reports  of National Preventive Mechanism and were raised before the relevant bodies.

It should be noted the Commissioner as an MPM made initiatives for improvement of juvenile justice system, national legislation and practice in this regard, the work and preventive measures carried out contributed to assessment of current challenges and needs and to realization of relevant measures.

The recent event was the assessment of the Project “Justice for Children” implemented by UNICEF, Ombudsman and other respective bodies.  Head of Department of the Ombudsman Office and National preventive Group Rashid Rumzade attended the event and gave information about the work carried out in this regard.  

He spoke about the actions taken for raising the awareness of law enforcement bodies in this field, improvement of work with juveniles who violated the law and were detained, shared his views on social approaches to be applied, rehabilitation measures to be taken, social adaptation and new targets.

In his speech he stressed the importance of the relevant Presidential Decree from 10 February 2017 and the practice regarding elimination of restrictions on freedom of juveniles who committed crime and violated the law, humanization of criminal prosecution and criminal executive policy, isolation of a person from society.

Such events that are held in regions as well and cover the representatives of courts, education, health offices, local executive bodies contribute to effective protection of child rights.
