Ombudsman conducted monitoring at Baku Investigation Isolator

Ombudsman as a National Preventive Mechanism (NPM) conducted a visit to Baku Investigation Isolator of the Penitentiary Service under the Ministry of Justice without prior notice.

The purpose of this visit was to check general custody condition, treatment and state of ensuring the rights of the prisoners.

For investigating applications and treatment issues, Ombudsman received and interviewed in private accused persons, including Gozel Bayramli, Afgan Mukhatarli, Aziz Orujov. The situation of ensuring their rights, applications and issues raised by them were investigated, a number of issues were solved on spot. The Commissioner told she would assist in solution of the raised issues within the framework of her competences.

Moreover, some detainees expressed their dissatisfaction on the investigation process on their cases. They were legally consulted on investigation, decriminalization of crimes and other criminal and civil issues mentioned in their applications, were explained the competences of the Ombudsman.

The interviewed persons did not complain about condition in the facility, treatment and medical service.

The Commissioner talked to the administration of the facility about the effective ensuring the rights of detainees and gave her recommendations.

Relevant bodies will be addressed regarding the outcomes of the visit.
