Ombudsman’s National Preventive Group conducted monitoring in Jail No. 7 of the Penitentiary Service under the Ministry of Justice without prior notice.
The aim of this visit was to monitor general custody conditions, treatment, received applications, and provision of the rights of convicts.
For inspecting custody conditions, bedrooms, punishment cells, medical-sanitation part, canteen, kitchen, etc. were monitored. The current situation of medical service, nutrition, provision with potable, hot and cold water, telephone calls and documentation were investigated.
For investigating treatment issues, convicted persons were received in private, the situation of ensuring their rights, applications and issues raised by them were investigated, a number of issues were solved on spot.
Each of them was legally educated about their own rights, their documentations were examined, requirements of the relevant legislation, competences of the Commissioner were explained to them.
The administration of the facility was given necessary recommendations for further improvement of custody conditions, medical service, and documentation process and for eliminating shortcomings.
