National Preventive Group visited Baku Pre-Trial Detention Facility

Upon the instruction of Elmira Suleymanova, Ombudsman’s National Preventive Group (NPG) conducted a visit to Baku Pre-Trial Detention Facility of the Penitentiary Service under the Ministry of Justice without prior notice.

The purpose of this visit was to check general custody condition, treatment and state of ensuring the rights of the prisoners.

For investigating applications and treatment issues prisoners including Gozel Bayramli, Afgan Mukhatarli, Aziz Orujov were interviewed in private. The situation of ensuring their rights, applications and issues raised by them were investigated.

The interviewed persons did not complain about treatment, some of them stressed their dissatisfaction about the investigation of their cases. Each of them has been legally consulted concerning the issues they raised; their documentations were examined; they have been explained their rights and requirements of relevant legislation; their applications and complaints addressed to the Ombudsman were received by the NPG. Moreover, some problems shown in the applications have been solved on spot.

Relevant bodies will be addressed regarding the outcomes of the visit.
