Within the framework of the national preventive mechanism of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, members of the National Preventive Group (NPG) conducted a visit to the Child Psychoneurological Center of the Ministry of Health of Azerbaijan.
The purpose of the visit was to investigate the situation regarding ensuring the rights of children in the facility, the detention conditions, treatment issues in relation to children, the quality of medical-social, psychological, and pedagogical services, and the documentation.
During the visit carried out in the presence of the staff members of the Ombudsman Institution specializing in psychology and social work, and the expert of the UNICEF Country Office, the bedroom, canteen, sport hall, rehabilitation room, and administrative rooms were inspected; issues related to the ensuring child rights, the organization of their recreational activities, food supply and management of the documentation were also checked.
During the monitoring, the observed shortages were brought to the attention of the institution's management, and recommendations were provided for their resolution, improvement of detention conditions, and ensuring the rights of children.
